Question: Please describe how I get my peach to establish those scaffold branches.

Answer: After you prune the tree back by half it will send out many side branches. Remove all but three or four. They should originate between 24 and 28 inches from the ground, and they should be evenly spaced around the trunk. Those will be the main branches for the entire life of the tree. Remove all other side shoots that try to develop.
