Question: In pruning my evergreen shrubs (junipers and arborvitae), I find that I can’t cut them back more than a few inches before I’m into dried stems and stubble. What can I do?

Answer: Maybe nothing. Unfortunately, evergreens lack the ability to sprout out from their old dormant buds. If you cut back into that stubble it will probably kill the plants. Move them, discard them, or learn to love them.
