Answer: Camellias should be fertilized in very late summer with an azalea/camellia specialty fertilizer. Not only will it have the acidifying effects you need for these two plants, but it also will be high in phosphate, to promote good bud set in the fall. You can add a high-nitrogen lawn-type fertilizer in early spring, as the plants start to grow, and you may need to add an iron/sulfur material to supply iron and acidify the planting medium.
