Question: Can I let my moss rose volunteer seedlings grow (and not have to buy new transplants this year)?

Answer: You can, but they’re not going to be the same as the variety you had last year. Modern moss roses are hybrids that won’t “come true” from seed. Usually they’re not as double, and the color mix may not be as interesting. Start with new transplants each spring.
