Question: My ornamental pear doesn’t bloom very well. Why?

Answer: Usually that’s with new trees that are strongly vegetative. Until the branches start to hang more downward, it seems that the hormone balance is directing more leaf and stem growth at the expense of the flowers. Usually, by the time the tree is 3 or 4 years old, it starts blooming normally.
